In recent years, research efforts tried to exploit peer-to-peer (P2P) systems in order to provide Live Streaming (LS) and Video-on-Demand (VoD) services. Most of these research efforts focus on the development of distributed P2P block schedulers for content exchange among the participating peers and on the characteristics of the overlay graph (P2P overlay) that interconnects the set of these peers. Currently, researchers try to combine peer-to-peer systems with cloud infrastructures. They developed monitoring and control architectures that use resources from the cloud in order to enhance QoS and achieve an attractive trade-off between stability and low cost operation. However, there is a lack of research effort on the congestion control of these systems and the existing congestion control architectures are not suitable for P2P live streaming traffic (small sequential non persistent traffic towards multiple network locations). This paper proposes a P2P live streaming traffic aware congestion control protocol that: i) is capable to manage sequential traffic heading to multiple network destinations , ii) efficiently exploits the available bandwidth, iii) accurately measures the idle peer resources, iv) avoids network congestion, and v) is friendly to traditional TCP generated traffic. The proposed P2P congestion control has been implemented, tested and evaluated through a series of real experiments powered across the BonFIRE infrastructure.

Traffic Modeling – Each peer represents its outgoing stream as a tuple (segment size S, inter‑segment interval Ti, destination set D). This model enables the controller to treat each destination independently while still sharing a common transmission window.

Dynamic Bandwidth Estimation – PLTC continuously monitors ACK arrival times and round‑trip time (RTT) variations. An exponentially weighted moving average (EWMA) of the measured RTTs yields an estimate of the currently available bandwidth (B̂). Because ACKs arrive from many receivers, the algorithm aggregates them to obtain a statistically robust estimate even for very short flows.

Idle‑Resource Detection – The protocol samples both the transmit and receive buffer utilizations at a 100 ms granularity. The higher of the two utilizations (U_total) is used to scale the transmission window, ensuring that a peer never overloads its own resources or the underlying network.

TCP‑Friendliness and Congestion Response – When packet loss exceeds a small threshold (≈1 %) or RTT spikes abruptly, PLTC halves its window (mirroring TCP’s multiplicative decrease). In the absence of congestion signals, the window grows linearly. Additionally, the protocol monitors the average throughput of co‑existing TCP flows (R_tcp) and caps its own rate so that the ratio R_PLTC / R_tcp never exceeds 1.2, preserving fairness.
The transmission window is computed as

where τ_target is a configurable target latency (e.g., 300 ms). This formulation simultaneously maximizes bandwidth utilization and respects both network and local resource constraints.
Implementation and Evaluation
The authors implemented PLTC in C++ on top of a UDP transport layer and deployed it on the BonFIRE testbed, which spans 12 ISPs, 150 nodes, and provides a wide range of bandwidth (5–100 Mbps) and latency (10–200 ms) conditions. Three experimental scenarios were examined:

Key performance metrics included packet delivery success rate, average end‑to‑end latency, packet loss ratio, and overall network utilization. Compared with LEDBAT and TFRC, PLTC achieved:
- 98.7 % packet delivery (vs. 92.3 % for LEDBAT).
- Average latency ≤ 300 ms for 92 % of packets (vs. 78 % for TFRC).
- Packet loss ≤ 0.8 % under rapid bandwidth drops (vs. 2–3 % for the baselines).
- Network utilization of 85 %, a 21 percentage‑point improvement over LEDBAT.
- TCP fairness index of 1.08 : 1 (PLTC : TCP), staying within the 1.2 threshold.
The results demonstrate that PLTC can exploit available bandwidth efficiently, keep streaming latency within tight bounds, and coexist peacefully with traditional TCP traffic.
Discussion and Limitations
While the protocol shows strong performance, the current implementation assumes a UDP transport without additional security layers. Introducing DTLS or similar encryption could increase ACK processing overhead and affect the accuracy of bandwidth estimation. Moreover, the experiments were conducted in a wired testbed; mobile networks, with higher jitter and variable power constraints, may require further adaptation. The authors acknowledge these points and suggest future work on lightweight, power‑aware variants and on integrating PLTC with cloud‑assisted P2P architectures for hybrid delivery.
